Naruto Power Levels Empty Naruto Power Levels

If Naruto was done by Akira Toriyama and he made power levels like he did in Dragonball Z, what do you think each characters power levels would be in various arcs? Before you type anything, know that this is JUST my opinion. My power levels are based of the characters ability to fight, not so much strength, anyway I have Part I done, I will do Part II soon, enjoy.
